The purpose of the article is to characterize the theoretical and legal foundations of public security policy. The methodological basis was the use of a set of methods, which were necessary for the realization of the scientific goal and the fulfillment of the set tasks, consisting of: a method of hermeneutics, which allowed to elaborate the texts of normative and doctrinal sources, to reveal the essence of individual scientific positions of modern authors; a method of abstraction, the use of which made it possible to understand the principles of public policy in the field of security. Scientific novelty. The article made an understanding of the basic principles of state policy in the field of security as a scientific category. The differentiation of the principles of the state policy in the sphere of security was made into typological groups, namely: theoretical foundations, legal foundations, economic foundations, political foundations, and organizational foundations. The essence and understanding of the typological groups of principles were revealed and their basic, essential provisions were revealed. Conclusions. According to the results of the scientific search, a number of generalizations have been made to reveal the topic of the article: the criterion for the selection of typological groups of the principles of public policy in the field of security, the criterion of their origin and the possibility of dividing them beyond the above option into doctrinal and normative ones, which may enable them to be considered more fully in terms of practical importance; within each group of national security policy principles, it is advisable to distinguish the relevant content, which characterizes the basic provisions, outlines the ways and forms of manifestation of one or another basis, which may allow for more effective analytical activities for security.
