Article examines the basic stages of Ukrainian non-state security sector development along with place and role of non-state subjects of security sector in construction crimes prevention system. It is established that non-state security guard activity provided by the relevant security sector in Ukraine has become one of specific forms of law enforcement and unlike the state one is characterized with agreement-based clearance, secured object specification and additional scope of the guarding functions. It is proved that non-state security sector is of the utmost importance for the construction subjects to be properly secured. Its financial autonomy allows to set the priorities independently providing opportunity to increase the efficiency of construction subjects securing by adapting to the specific conditions and demands. That is why the set of measures available to non-state security sector is much more efficient and diverse comparing to others. It is identified that successful guard activity highly depends on special skills of employed staff – level of guards’ proficiency and ability to act in extreme conditions directly affects the security of protected objects and people.
