This article examines current problems of scientific and research activities’ performance within the MoI of Ukraine system in the context of innovative aspect strengthening in modern science. Conceptional offers on innovative activity fostering within the MoI of Ukraine system were published by the authors in 2014. The abovementioned offers were taken as background for the draft legislative act to be designed – Provisions on organization of scientific and research activities performance in the system of MoI of Ukraine. Comparing to other effective legislative acts regulating the performance of scientific and research activities, Provisions contain a set of innovations which in authors’ opinion require to be presented in scientific journals. The important aspect of this document is regulation of scientific product approbation created as a result of scientific or research activity. Аpprobation of results is performed as research implementation in conformity with the approved plan which reflects parameters set by the scientific task and tested accordingly along with the compliance settings. The designed legislative act is the first document in law enforcement practice providing the procedure of direct regulation of scientific product practical implementation created as a result of scientific or research activity. This process must be carried out by the requester exclusively on the basis of one’s own order or other executive document. In authors’ opinion, new approaches in organization of scientific and research activities in the system of MoI of Ukraine will allow to activate the practical-oriented research in law enforcement higher educational establishments and research institutes and increase its quality and scientific level; stimulate the innovative activity of departments of MoI of Ukraine concerning implementation of new forms, means and methods of law enforcement activity. It will foster the necessary conditions for creation of innovative mechanism of Ukrainian law enforcement system development.
